What Is a Statement of Environmental Effects?

A Statement of Environmental Effects explains a development proposal, addresses relevant planning considerations and assesses its likely impacts. It helps the consent authority understand the site, proposed use and supporting information.

What a tailored report addresses

  • The site and surrounding context
  • A clear description of the proposed development
  • Relevant planning instruments and development controls
  • Likely impacts and the proposed responses
  • Supporting plans and specialist investigations
  • The planning assessment relevant to the application

Prepare the report with the rest of the application

The planning report should align with the current plans and specialist documents. Where information changes, the report may also need updating. The NSW Government’s local development guidance explains that the required environmental assessment varies with the likely impacts of a proposal.

Questions about your project

Is a template enough?

A template may help organise information, but the assessment needs to address the actual proposal and site.

Can I send plans I already have?

Yes. Send the current plans, property details, specialist reports and any Council advice.

Is this the only document required?

No. The application requirements depend on the development and site. Other plans and reports may be necessary.
